Presumably it'll be available for European PS Plus subs tomorrow. Non-Plus subs will be able to purchase the game on PS3 on September 18 in the US and the following day in Europe, when it'll also hit Xbox Live Arcade and Steam for 800 Microsoft Points (£6.95) and $9.99 respectively.
The Vita Jet Set Radio HD release date is October 16.
